Fixed a bug preventing petition creation when the petition had a specific location set.
For embedded signature forms, open privacy / TOS links, etc. in a new page.
Added petition creator's name, email, and petition categories to petition export CSV.
Email about petition events being enabled will only be sent to petitions that are moderated to good or above, have more than 100 signatures, are still receiving signatures, are not set to ended, and were created in the last three months.
